Key Responsibilities:

• Lead and collaborate with teams under the guidance and analyze complex IT issues.
• Independently manage special projects aligned with the banking group's IT strategic direction.
• Develop IT strategies, policies, and plans for the banking group or specific agencies.
• Provide expert guidance to agency executives and IT Managers on project feasibility and progress.
• Communicate findings and recommendations through oral presentations and executive summaries.
• Facilitate cooperation among agency staff and contractors to ensure successful project implementations.
• Potentially supervise lower-level Associates and Specialists.

Example Duties:

• Conduct analytical studies on significant policy issues impacting enterprise IT resource management.
• Review agency IT plans for feasibility and alignment with statewide initiatives.
• Draft necessary policies, legislative proposals, and directives for IT implementation.
• Research IT issues, identify policy conflicts, and present comprehensive reports.
• Manage contracts and vendors to execute IT programs and policies effectively.
• Oversee and mentor junior staff as needed.

Required Knowledge, Skills, and Abilities:

• Proficiency in statistical and administrative data analysis, including data presentation techniques.
• Familiarity with current trends and developments in information technology.
• Ability to leverage IT for enhanced agency services.
• Understanding of technical specialties related to IT management, such as network systems and application development.
• Strong research capabilities to develop IT recommendations and policy analysis.
