Job Responsibilities
As a second line of defence, the Head of Risk, Hong Kong is responsible to plan, develop and direct the implementation of risk management strategy and framework for CIMB Bank Berhad Hong Kong Branch, to ensure that risks undertaken are within the Risk Appetite of the entities where applicable.
The person oversees all aspects of the covered entity’s risk management functions and is responsible for ensuring these entities maintain adequate risk policies and procedures, thus ensuring they are in full compliance with all banking laws, regulations, and internal policies and procedures.
To ensure the risk management activities of the covered entities are conducted in accordance with the CIMB Group’s Enterprise-Wide Risk Management framework and in compliance with the local regulations.
To escalate all relevant risk positions and issues to the local management, Group Risk Division and Group Chief Risk Officer.
Strategy and Planning
Assess and advise on risk strategies, policies and limits for the branch to ensure that they are in line with CIMB Group's Enterprise-Wide Risk Management framework.
Implementing risk strategies, policies and limits as approved by the Board.
Evaluate, review and coordinate proposals on business or product developments and advise the product owners on the appropriate approval governance process.
Business Performance and Management
Monitor risk limits to ensure they are within limits approved by Group Risk and Compliance Committee and the Board.
People Management
Maintain a working relationship and regular communication with Group Risk and the Regional Risk Coordinator on any major issues raised by or with regulators or branch staff.
Work closely with all stakeholders including Business Lines, Finance, Operations and IT departments to understand the processes and products or projects and identify potential risks in different risk aspects including market risk, liquidity risk, credit risk, and non-financial risk.
Perform any other duties as and when instructed by the Chief Risk Officer, Group Wholesale Banking Branches.
Regulatory Compliance
Responding to enquiries from and acting as a liaison with staff members from the branch, auditors (both internal and external) and regulatory bodies on risk management matters.
Job Requirements
Bachelor’s degree holder in any discipline, preferably in banking and finance.
Minimum 7 years of experience of relevant banking background in an established bank or financial institutions.
Strong understanding of banking products and services as well as industry and regulatory standards.
Well grounded in various risk disciplines such as market, credit, non-financial risk management as well as asset liability management.
Good oral and written communication skills in English.
Demonstrated managerial, leadership and facilitation skills.
Collaborative partner – ability to communicate effectively, clearly and concisely at all levels (internally and externally).
Professional or post graduate qualifications are an advantage, e.g. Chartered Accountant, Chartered Financial Analyst, Global Association of Risk Professional or Master of Business Administration.
