【財政預算案2022】政府引入累進差餉制度 寬減時只計一個住宅物業

差餉佔政府收入總額大約百分之三至四。財政司司長陳茂波表示,經檢視後,在新一份《財政預算案》中建議修改差餉制度。

 

他指,更有針對性地提供差餉寬減:政府會繼續因應每年情況,考慮是否提供差餉寬減,以保持有關措施的靈活性。此外,考慮到社會過往關注擁有多個住宅物業的業主在現行差餉寬減安排下可多重受惠,建議日後住宅物業的差餉寬減,僅限合資格並且是自然人的業主,就名下一個住宅物業申請寬減。以二零二二/二三年度的差餉寬減上限作為參照,新安排可讓政府於日後推行一次性差餉寬減措施時節省約三十一億元。

 

另外,就住宅物業引入累進差餉制度:建議應課差餉租值為五十五萬元或以下的住宅物業,差餉一如現時按租值百分之五徵收。應課差餉租值超過五十五萬元的住宅物業,則建議首五十五萬元租值同樣按百分之五徵收差餉,其後二十五萬元租值則按百分之八徵收,超出八十萬元的租值會按百分之十二徵收,以更能反映「能者多付」的原則。預計約四萬二千個住宅物業受影響,佔整體私人住宅物業的總數約百分之二,政府收入每年可增加約七億六千萬元。
