9成受訪者支持最低工資「一年一檢」

為進一步了解市民對法定最低工資檢討機制的看法,民建聯本月在網上調查,收集426名市民意見,民建聯人力事務發言人、立法會議員顏汶羽今日(23日)發表結果。調查指逾九成受訪者期望落實以「一年一檢」的方式作檢視及調整法定最低工資水平。就此,顏汶羽建議採用以「與低薪行業僱員每小時工資第10個百分位」的工資水平掛鈎方程式。他亦倡為最低工資設「底線」,在經濟差可建議凍結或下調金額。

 

調查顯示,逾九成受訪者期望落實以「一年一檢」的方式作檢視,並在適當的檢討週期內及時調整法定最低工資水平,從而提高在職貧窮人工的生活水平,減少社會上薪金不平等的問題。顏汶羽指,由於現時最低工資調整機制步驟繁複,整個過程需時20個月,容易脫離勞動力市場的真實情況,故建議委員會可考慮採用「一年一檢」的檢測機制,並表示檢測不宜太密或太疏,希望能為市民提供樂觀、透明及可預視的數據後作出定期最低工資調整。

 

 

倡為最低工資設「底線」經濟差可凍結或下調金額

 

顏汶羽表示,逾八成受訪者同意採用指標或以指標構成的方程式調整法定最低工資水平。由於現時檢討最低工資水平時,需參考一系列指標,包括收入及工時調查的數據、 經濟活動調查的數據、政府統計處的數據等。若將來採用方程式調整最低工資可減省檢討的資料分析工作,以提高施政效率。

 

顏汶羽亦建議採用以「與低薪行業僱員每小時工資第10個百分位」的工資水平掛鈎方程式。由於「收入及工時調查報告」已包括此類數據,故能減少行政開支及提高施政效率,更有效避免法定最低工資水平過低及減少對整個勞工市場的影響。

 

同時,他認為需為最低工資設「底線」,例如在經濟差時可向當局建議凍結或下調最低工資的金額,以便平衡香港經濟發展,指假如法定最低工資出現只增不減的狀況,若然在面對經濟下滑的時候必然會對中小企僱主產生影響。
