Job Description:
- Develop strategies for facility management policy, smart-technologies application & implementation, development & planning, space management, and resources planning to optimize facility resources for supporting the property portfolio.
- Manage facility management service providers to ensure efficient operation of facilities in newly developed property portfolio in Science Park and Industrial Estates, including various types of buildings like office buildings, residential institutions, high-tech manufacturing & logistic center, Data Technology Hub, and laboratories.
- Review all functions and operations of FM for continuous improvement and adherence to FM Best Practices.
- Manage annual operation budgets and monitor monthly incomes and expenditures.
- Supervise the takeover process of new buildings and ensure resolution of outstanding building defects.
- Prepare design, budgets, estimates, drawings, and specifications for maintenance and improvement works, and oversee the tendering process.
- Review tender or contract documents from facility management service providers and provide advice on the tendering process and tender document formulation.
- Inspect and control tenants’ fit-out works and installations.
- Review design drawings, specifications, manuals, etc., and conduct inspections to identify defects during the takeover of new projects.
- Supervise the District Cooling System improvement project.
- Lead and oversee technical staff in carrying out routine, ad hoc, and emergency repair and maintenance works.
- Coordinate the takeover of new properties.
- Fulfill other duties as assigned by the supervisor.
Requirements:
- University degree in Building Services Engineering, Mechanical Engineering, or relevant Engineering disciplines or equivalent; a Master's degree in Facilities Management/Engineering is an added advantage.
- Corporate membership of HKIE or equivalent is preferred.
- Minimum of 10 years of working experience, preferably in the operation and maintenance of large-scale infrastructure; candidates with higher education or professional qualifications and less experience will also be considered.
- Experience in facilities management with knowledge of Government procedures and requirements related to licensing and maintenance certifications.
- Experience in managing Alterations and Additions (A&A) and fitting out projects, along with knowledge of relevant statutory requirements.
- Experience in District Cooling System design, construction, operation, and maintenance is an added advantage.
- Previous working experience with major developer(s).
- Profound knowledge of the latest intelligent building technologies, familiarity with FM-Maintenance Management System, and related software.
Strong interpersonal skills with a customer service-oriented mindset for interacting with internal and external parties at different levels.
- Excellent communication, planning, organizational, and management skills; self-motivated, confident, creative, and with a strong desire to achieve better performance.
- Proficiency in both written and spoken English and Chinese (including Putonghua).
- Candidates with less experience may be considered for the position of Manager, Technical Services.
