Compliance Director , HK Licensed Money Service Operator

 

Job Responsibilities:
  • Compliance System Development
  • Lead the design and improvement of the company's compliance framework for cross-border payment, foreign exchange, and fund settlement businesses to ensure adherence to Hong Kong's Anti-Money Laundering (AML) regulations.
  • Develop and update compliance policy documents (e.g., KYC, AML, data privacy protection policy), while promoting company-wide compliance training and internal audits.
  • Regulatory Compliance Coordination
  • Act as the compliance officer of the company, regularly submitting reports to regulatory authorities such as the Hong Kong Securities and Futures Commission (SFC) and the Customs and Excise Department, and responding to inspections and inquiries.
  • Monitor policy updates from international anti-money laundering organizations (e.g., FATF) and Hong Kong Monetary Authority, making timely adjustments to compliance strategies.
  • Risk Control
  • Establish cross-border transaction risk monitoring mechanisms to identify and prevent risks related to money laundering, terrorist financing (TF), and sanctions compliance.
  • Collaborate with the technical team to optimize transaction monitoring systems, ensuring transparent and compliant fund flows.
  • Customs and Tax Compliance
  • Familiarize the company with customs declaration processes for cross-border fund flows, guiding customs record filings and import/export compliance procedures.
  • Assist in handling tax filings related to foreign exchange transactions and cross-border tax compliance issues.
Job Requirements
  • Basic Requirements
Professional Qualifications: Preference will be given to candidates holding any of the following certifications:
  • Hong Kong SFC Type 4 (Advising on Securities) / Type 9 (Asset Management) licenses;
  • Certified Anti-Money Laundering Specialist (CAMS/CAP), Certified Public Accountant (CPA), or Chartered Certified Accountant (ACCA);
  • Lawyer qualifications (Hong Kong or Common Law jurisdictions) is preferred but not a must
  • Customs Officer Certificate or relevant cross-border trade compliance experience.
  • Work Experience
  • At least five years of compliance management experience, including at least three years in the finance, payment, or foreign exchange sectors.
  • Familiar with Hong Kong MSO licensing compliance requirements, with successful experience in building cross-border payment compliance frameworks.
  • Preference given to candidates with experience leading or participating in AML investigations and cross-border fund compliance declaration projects.
  • Core Competencies
  • Integration of Law and Technology: Proficient in Hong Kong and international financial regulations (e.g., FATF, EU GDPR), with knowledge of compliance applications of payment system interfaces (API) and blockchain technology.
  • Cross-Department Collaboration: Experienced in collaborating efficiently with technical, operations, and financial teams to implement compliance strategies.
  • Customs Affairs Expertise: Familiar with tariffs, import/export control, and declaration processes for goods and fund flows between Mainland China and Hong Kong.
  • Language and Other Skills
  • Bilingual Proficiency: Fluent in English and Cantonese (written and spoken), capable of handling regulatory documents in both languages.
  • Stress Management: Adaptable to high-intensity work pace, frequently responding to regulatory changes and unexpected compliance risks.
  • Experience with cryptocurrency, cross-border e-commerce platforms, or Southeast Asian market compliance.
  • Passed the director-level interview organized by Hong Kong Customs.
  • Familiar with financial integration policies in the Greater Bay Area
